China outsourcing – Good or Bad?

I am from a software outsourcing company. We hava lots of clients from America and Europe. They want to outsource their projects to China vendors because the local cost is 40-50 USD per hour, while we offer resources at a 14-20 USD hourly rate.
Outsoucing is a progress of the optimum distribution of global resources.
